Extract oil from dry chilli

Is it possible to extract oil from dry chilli, by using a deoiling machine, and if it is, can you explain the process?

    DEOLING machine function by centrifugal force forcing loose oil from fried snacks. Chili or hot peppers have tightly bound oleoresin that can't be extracted by such process.
