I have small amount of rosemary herb powder mixed in a cup of water and it’s only party dissolving. I was wondering if there is another powder that can be added to this water solution and dissolve the rosemary completely?
You can try ethanol-water 50:50 as a dissolvent. I am not sure but it could work.
I don’t know exactly what you want to do. If you want to extract, purify your water, you will get a more effective extraction. The temperature of the water you use should be over 50 degrees, but it should not exceed 60 degrees. You will blow the etheric oils and aroma of the rosemary.
Mix the powder with other ingredients like sugar and salt to increase solubility.

If it is coarse powder, it will be difficult to dissolve. Try extract first.
Making it into an emulsion by adding some vegetable oil along littlehydrophilic emulsifier like polysorbate 60 will create uniform dispersion of the mixture. Any emulsifier with High HLB value of 10 or higher like SSL and hydrophilic fractionated lecithin will also do the job.
