Please advise if it is obligatory that all raw materials used for production in FSSC 22000 certified plant, are controlled with QMS? If an ingredient does not have, does it violate FSSC 22000 requirement?

FSSC22000 requires that you have a list of all suppliers including ingredient, packaging and service providers etc.
If you choose to leave something off you would need to do a comprehensive risk assessment to justify this decision.
