I notice white specks in my reconstituted chocolate powder beverage and I still cannot figure out the cause and the solution. please any advice?

The ingredients I used in the formulation are basically dry powder since it is a powder chocolate beverage drink that will be reconstituted with hot water before drinking.

These are my ingredients:
Fat filled milk powder
Non Dairy creamer
cocoa powder
Sugar
Maltodextrin
carboxyl methyl cellulose (cmc)
Xanthan Gum
Soy lecithin
Salt

The white specks arise after mixing with hot water and stirring

If those are just dry blended by ribbon blender with no homogenizing after blending it might be just coarse particles of powders or semi agglomerates where the light components just floats on the surface of the liquid…?
