NOAEL and LOAEL?

What is the difference between NOAEL and LOAEL ? In my thinking the two terms are kind of the same. NOAEL is the level below which no adverse effects are observed.

LOAEL is the lowest observed adverse effect level so below this level no adveres effects are observed either ! So it is correct that the two terms mean the same thing .

In fact NOAEL is the highest dose where there was not observed adverse effects and LOAEL is the lowest dose where it was observed a toxic or adverse effect.
In toxicology, there is a fine distinction between these two.
If FDA and EFSA had the same mentality as you then they would approve overdose of active substances in the pills or label many other food ingredients as GRAS.
