Icing sugar is extra fine pulverized sugar which requires powerful grinders designed for such purpose. IIRC the fine quality icing sugar is around 10 to 20 microns which can be used directly mixing with fat ,flavor and color for smoother shiny icings in cakes…
Its difficult to get that extra fine particle size with home equipment…
Coarser grades around 70 micros might be attainable with repeated pass through a coffee grinder

Yes you can make the sugar from home if your a home baker using ordinary sugar from the supermarket.
You can do so using the following machinery:

- Food Processor
- Coffee Grinder
- Spice Grinder
Tip: If your looking to be very precise after you blend, run the blended sugar through a strainer.
